About the Project.
Project Requirement & Process
Consul were appointed to design and manage the repairs and redecorations of the Internal areas of Stamford Square in Putney which is formed of 2No blocks; Ireton House and Rainsborough House.
- 1No block had 8No floors above ground level and the other had 11NO floors above ground floor so are classed as HRB’s.
- In addition to the communal areas decorations to the car park were also included.
- The Client also wanted to include an internal window between the entrance hallway and managers office.
Consul designed the specification, achieved the Client’s aims including obtaining building control completion certificate for the new window and providing a good quality finish on time and under budget.

Survey Scope
To complete the survey for the specification we noted all defects such as plaster repairs and repairs to the suspended ceiling. This was detailed in the specification, justified by survey photos so that the Client could understand the need for these repairs and the Contractor could identify and price the repair.
In order to specify the correct opening and window for the managers office and correct decorations/matting we reviewed the H&S file including the fire compartmentation and fire plans.
Challenges
Managers office window
The wall that separated the main entrance and managers office was 1Nr fire rated and therefore a specialist window was specified to ensure the product when installed maintained the fire rating of the wall and comply with building regulations.
Review of the scope of works
Consul was requested to reduce the scope of works to reduce the overall cost of the project. We worked with the Client and Contractor to reduce the scope of works including to omit decorations to the service stairwell and car park.
Snagging and signing off works
When we were due to inspect the 1st completed floors we found that the walls had already been marked by residents and/or building users. The contractor was disappointed by this however in order to sign the works off as complete the decorations needed to be made good.
Solution
Managers office window
The Principal Contractor employed a specialist sub-contractor who could provide a warranty and contractors guarantee for the window, this was provided to Local Authority Building Control during their inspection who were happy with the completed works and provided a building control certificate. This was provided to the Client to form part of the Health and Safety file.
Review of the scope of works
We negotiated with the Principal Contractor to remove the non-provisional items which included decorations to the car park and service stairwells on items such as preliminaries in order to provide a fair compromise to the Contractor but achieve the Clients goals of reducing the overall cost of the works. Once agreed we proceeded with the works and the final account was under the revised contract sum.
Snagging and signing off works
During the works to sign off the works as complete it was agreed to sign off each floor as it was completed rather than the whole building due to the building residents and visitors marking the walls soon after decoration and it was unfair for the Contractor to continue to return and make good these defects.

Consul were able to work with the Client and Principal Contractor to provide a product that achieved the Client’s aims with an achievable budget.
