Project Requirement & Process
Consul were appointed as an Employers Agent for G4S to assist with rectifying defects identified in roof condition surveys of 25No school roofs within the borough of Tower Hamlets.
Consul reviewed each report provided by G4S identified the defects raised within the report and then developed a schedule of works required for each School. The schools varied in size with some containing multipole buildings of different construction, age and size. The schedules once developed could then be used by G4S to tender to Contractors to ensure the roof works required were completed to an agreed budget and at a competitive rate.
The schedules were compiled and issued within 2No weeks of instruction and on receipt of the school roof reports which avoided delay in the overall project to rectify the defects identified.

Survey Scope
To complete the schedules, we completed a desktop exercise which included reviewing the report including photographs to identify the defects and the works required to rectify. By using online tools alongside the report, we could estimate the quantity of the repairs required to be include in the schedule.
We presented the schedule as one excel spreadsheet with a separate tab for each of the 25No schools. Each tab included an individual schedule of the repairs required to each school including quantities with a column left blank for costs to be inserted by a tendering Contractor. We included a summary page where all the costs would be added to provide an overall cost of the repairs so that this could be budgeted once the tender process had been completed and a Principal Contractor identified and appointed.
Challenges
Quantifying repairs
The reports on the condition of the roof were good at identifying defects and therefore identifying the rectification works to be included in the schedule was not difficult, however, it was difficult to use the report alone to quantify the repairs required as the report only provided the overall area of the roof to each school building.
Solution
Quantifying repairs
As our instruction only included a desktop review, we were unable to attend each school to check the measurements provided and take are own to quantify the required repairs. We therefore utilised the report along with online tools to provide approximate measurements of the length and width of each school building, this combined with the photos provided within the reports was able to give us an approximate measurement. This measurement could be used for tendering and budgeting purposes but would need to be confirmed at the point of instruction to the Contractor.
Result & Benefits to G4S and their Clients
Consul were able to work with G4S to provide a schedule of roof repairs required within 2Nr weeks from instruction. This ensured that the overall project to rectify the roof defects could quickly progress to tendering to not delay the works programme.
