Project Requirement & Process
Consul were appointed following a competitive tender to draft a feasibility report, prepare and implement a design for the proposed works including obtaining the relevant permissions, with the possibility of contract administrating the works.
The Clients intention was to improve the thermal efficiency of the properties on the estate by upgrading the external elements. The properties were a mixture of terraced houses and bungalows which were timber framed with solid flank walls.

Survey Scope
To complete the feasibility study and report we completed a survey on all 42No properties to establish the various property architypes and amount of each on the estate, this included taking the dimensions and the properties build up, which involved carrying out a SAP assessment. From our findings we were able to put forward 6No proposals across the 42No properties and 6No architypes. Our feasibility report put together proposed costings for each scheme and provided details on the energy improvements that would be made including the savings on the cost of energy.
From the feasibility report the Client accepted all 6No proposals and asked us to apply for the relevant planning permission and to an approved inspection for building regulations.
Challenges
Due to budget constraints the Client was not able to proceed with the initial design and specification. This resulted in a change to the Contractor and a complete overhaul of what was proposed to be installed at the properties. Consul were only appointed as CDM Principal Designer and Building Regulations Principal Designer for the construction phase.
Solution
Consul worked with the Client and Contractor following the overhaul of the project to review the proposed design as part of our roles as CDM Principal Designer and Building Regulations Designer. As the design had completely changed, we also worked with the approved inspector to clarify the changes in the proposed works. Where there were shortcomings with the revised design, we worked with the project team to justify these changes to the relevant authorities.
Result & Benefits to St Mungo’s
Consul was able to work with the Client to provide a design for an ideal scenario where the external envelope of the properties are upgraded to their full potential including providing assessments on proposed costs and energy savings.
We were also able to work with the Client and their contractors when the scope of the works changed to ensure that the works are completed safely and in order to obtain the relevant certification from building control.
